You can attach an indicator to an implemented measure.
From the actual security base:
To do this, go to Security base, then select the desired perimeter. Select the measure concerned, edit it:
Go to the Indicators tab to select the desired indicator.
From the new security base:
Select an implemented measure, go to the Controls section and click on add control :
